Who are the Red Vests?

The red vests are a Romulan-led organization that began in an effort to apply aid during conflicts within the Romulan empire. Formal training for red vests include an oath of non-violence and neutrality so that their aid is permitted in high-risk situations. Their work has been recognized in Klingon and Federation territories with hostile/neutral reception from Klingon territories. There are no Klingon red vests. Many Vulcans have embraced the red vests as a paved path for stronger Vulcan-Romulan relations.

The design of the red vests uniform within the federation is to allude and honor the risk involved in jobs that require hi-vis clothing, such as emergency responders or sanitation workers.
